Abstract:
In this chapter, the most often used participation methods for convergence or consensus building are presented. Methods discussed in this respect are falling into two groups. In the first group, participants are taking a consultive role. In this group, the following participation methods are discussed: Citizens' Juries, Charrette, Delphi, Planning Cells, Experts' Panel, and Future Workshops. In the second group, participants have a more substantial role (democratization of decision process). Participation methods falling into this category are: the method of Participatory Planning and the method of Participatory Assessment, Monitoring and Evaluation.
Methods falling into the above two groups aim at the convergence of participants views, while they are differentiated as to the level of involvemnt of participants. In the first group, participants contribute to policy analysis, while final decision is up to the decision makers; in the second group participants are fully involved in the decision-making, co-deciding in cooperation with decision-makers.
